摘要
高校办学自主权是我国高校建设和改革中的一个热点问题。中华人民共和国成立以来,办学自主权的运行受政校关系直接影响,在执政党对社会各项事务的领导下,呈现阶段性特征。本文溯源各历史阶段我国政校关系运行的相关性表现,按照办学自主权的自主性及受外部控制的程度,划分出不同阶段来揭示高校办学自主权运行逻辑。自主办学应理顺三个关系的协调,即与国家治理现代化的关系协调,与政府职能转变之间的关系协调,与高校自主办学供给侧的关系协调。
The autonomy of running universities is a hot issue related to the construction and reform of universities in China.Since the founding of the People's Republic of China,the operation of the autonomy of universities is directly affected by the relationship between the government and universities,which shows stage characteristics under the leadership of the Communist Party of China in various social affairs.In this paper,the correlation performance of the relationship between the government and universities in each historical stage is traced,and the operation logic of the autonomy of running universities is revealed by differentiating different stages according to the degree of establishment of the autonomy and the degree of external control.It is proposed that the three relations should be coordinated in autonomy of running universities,including the relationship with the modernization of national governance,the transformation of government functions,and the supply side of the autonomy of running universities.
