摘要
"放管服"改革是我国深化行政体制改革、实现政府治理体系和治理能力现代化的最新改革进展和表现形式.国内外有关中国"放管服"改革实践的理论研究起步很晚,但已经在相关概念与构成内容的理论阐述、改革过程发展演化与内在逻辑、改革实践问题与规范对策、改革实践环节或领域相关主题、地方改革实践及其成效评估等方面取得了迅速进展.相关主题研究呈现出一些结构性特征,但总体上方兴未艾,也展现出了较为明晰的理论与实践研究发展趋势.
The"Delegating-Regulation-Service“reform is the latest reform progress and manifestation of deepening the reform of the administrative system and realizing the modernization of the government governance system and governance capacity.The domestic and foreign theoretical research on China’s”Delegating-regulation-Service"reform practice started very late and it has made rapid progress in several areas,including theoretical explanations of related concepts and content,the evolution and internal logic of the reform process,the problems and standard countermeasures,the links of reform practice,and local reform practices and their effectiveness evaluation.Although the research on related topics shows some structural characteristics,the overall development is still on the rise,and it also shows a clear theoretical and practical research development trend.
