摘要
为研究煤矿管理工作与事故的联系,结合多年煤矿建设、生产技术管理及安全管理等经验和实地调研,通过近几年事故分析发现:造成事故的主要原因有煤矿企业管理混乱,未严格落实"三责"和"三个必须";安全管理体系、法制建设、管理制度不健全或未严格贯彻落实;安全管理机构不健全或管理人员未履行职责;安全生产准入把关不严;"三违"现象屡屡发生等。针对上述问题就安全管理体系建设,法治、制度、队伍和安全文化建设,安全生产准入,反"三违"等方面阐述煤矿安全管理上的方法和建议。
In order to study the relation between coal mine management and coal mine accidents,combining years of experience in coal mine construction,production technology management and safety management and field investigation,with the accident analysis in recent years,it’s found out that,the main reason of the accidents are as follows:disordered management of coal mining enterprises,undemanding implementation of"Three responsibility"and"Three must";imperfect safety management system,legal system construction,or undemanding implementation of the management system;imperfect safety management organization or the managers fail to perform their duties;undemanding safety control of production access;frequent"Three violations"operation and so on.Aiming at the above problem,methods and suggestions are given for the coal mine safety management,from safety management system construction,the rule of law,system,team and safety culture construction,safety production access,prevention of"three violations"operations.
