摘要合理的环境规制强度和适宜的环境规制手段是引领绿色经济转型、推动经济高质量发展的必由之路。文章基于规制结构和规制强度两维度搭建正式与非正式环境规制、能源效率与新疆经济高质量发展的理论框架,以新疆十四地州为研究对象,利用2000—2019年新疆十四地州城市面板数据,以“五大发展理念”为指导构建新疆多维度多层次的高质量发展综合评价指标体系,分析环境规制、能源效率对新疆经济高质量发展的影响。实证研究发现,现行的环境规制政策整体上虽有利于促进新疆经济高质量发展水平的提高,但存在明显的工具差异性、子系统异质性、区域异质性和阶段性特征。整体而言,正式与非正式环境规制能有效推动新疆经济高质量发展,并且该促进作用存在空间溢出效应,以上结论经过稳健性检验后依然成立。进一步研究发现,能源效率是正式与非正式环境规制推动新疆经济高质量发展的重要机制,同时,正式与非正式环境规制对新疆经济高质量发展具有“U”型的非线性作用机制,能源效率在其中发挥了正向调节作用。本文的研究结论可为选取合适的环境规制强度和适宜的环境规制手段引领绿色经济转型,推动新疆经济高质量发展提供一定的理论解释和依据。 Reasonable environmental regulation intensity and appropriate environmental regulation tools are the necessary way to lead the transformation of green economy and promote high-quality economic development.This paper builds a theoretical framework on formal and informal environmental regulation,energy efficiency and high-quality economic development in Xinjiang based on two dimensions:regulation structure and regulation intensity.A multi-dimensional and multi-lev-el comprehensive evaluation index system for high-quality development in Xinjiang was developed to analyse the impact of environmental regulations and energy efficiency on Xinjiang's high-quality eco-nomic development.The empirical study finds that,although the existing environmental regulation policies are generally conducive to the improvement of Xinjiang's high-quality economic develop-ment,there are obvious instrumental differences,sub-system heterogeneity,regional heterogeneity and stage characteristics.Overall,both formal and informal environmental regulations are effective in promoting high-quality economic development in Xinjiang,and there are spatial spillovers in this promotion effect,and the above findings still hold after robustness tests.It is further found that energy efficiency is an important mechanism for formal and informal environmental regulations to pro-mote Xinjiang's high quality economic development,and that formal and informal environmental regulations have a'U'shaped non-linear mechanism of action on Xinjiang's high quality economic development,in which energy efficiency plays a positive moderating role.The findings of this article can provide some theoretical explanations and bases for selecting the appropriate intensity of environ-mental regulation and appropriate environmental regulation instruments to lead the green economic transformation and promote the high-quality development of Xinjiang's economy.
