摘要
旨在探究政府开放数据质量的影响因素及形成路径,为提升开放数据质量提供建议。通过与政府数据开放人员进行深度访谈,对数据资料进行扎根分析,构建了包含表达质量、内容质量、效用质量、服务质量、技术支持、组织环境和数据素养水平的政府开放数据质量影响因素模型,并从数据素养教育、组织环境与技术支持、服务水平、公众需求方面提出建议与对策,以提高政府开放数据质量及其有效利用。
This article aims to explore the influencing factors and formation paths of open government data quality,and provide suggestions for improving the quality of open data.Through in-depth interviews with the staff of open government data,grounded analysis of data materials was conducted,and a model for factors affecting the quality of open government data including expression quality,content quality,utility quality,service quality,technical support,organizational environment,and data literacy level was constructed.It also proposes suggestions and countermeasures in terms of data literacy education,organizational environment and technical support,service levels,and public needs to promote the quality of open government data and its effective use.
