摘要
图书馆政策是推动图书馆事业高质量发展、助力文化强国建设的重要制度保障。探究图书馆政策演进因素、进程与特征,可以为完善政策实践提供参考。文章选取1949—2023年国家层面发布的186份重要政策文本作为研究对象,借助扎根理论方法从政策环境、政策主体、政策工具和政策目标4个方面构建图书馆政策演进因素模型,结合重要事件节点和高频关键词将图书馆政策演进进程划分为初步探索期(1949—1977年)、改革发展期(1978—2011年)、创新繁荣期(2012年至今),发现其演进特征包括政策环境逐步开放完善、政策主体转向协同参与、政策工具趋向均衡化、政策目标迈向系统化推进4个方面。据此提出强化政策顶层设计、健全政策主体协同机制、优化政策工具使用结构、推进政策目标成效评估等建议。
Library policy is an important institutional guarantee to promote the high-quality development of librarianship and support the construction of a culturally strong country.It is important to explore the factors,processes and characteristics of library policy evolution so as to provide references for the improvement of policy practice.The article selects 186 important policy texts issued at the national level from 1949 to 2023 as the research objects,and constructs a library policy evolution factor model with the help of the grounded theory method from four aspects,namely,policy environment,policy subjects,policy tools and policy goals,and divides the process into the preliminary exploration period(1949—1977),the reform and development period(1978—2011),the innovation and prosperity period(2012—present).It is found that its evolution features include four aspects:the gradual opening up and improvement of the policy environment,the shift of policy subjects to coordinated participation,the equilibrium of policy instruments,and the systematic promotion of policy objectives.Accordingly,recommendations are made to strengthen the top-level design of policies,improve the mechanism of synergy among policy subjects,optimize the structure of the use of policy tools,and promote the assessment of the effectiveness of policy objectives.
