摘要
文章将异质劳动力引入到新经济地理学模型中,探讨了户籍改革和农地转让权对农村劳动力和城市高、低技能劳动力流动及城镇化率的影响。数值模拟结果发现:户籍歧视程度的降低,有利于农村劳动力进城落户,能提高大中城市高技能劳动力福利,同时大中城市可以吸纳更多的低技能劳动力,提高户籍人口城镇化率;农地可转让程度的提高,有助于农村劳动力进城,尤其是对大中城市周围的农村劳动力进城落户更有利,但会推高大中城市房价,降低高技能劳动力福利;同时发现如果城市层级相差过大,也不利于户籍人口城镇化率的提高。文章最后针对户籍改革和农地产权改革提出政策建议。
This paper introduces the assumption of labor heterogeneity into new economic geography model to analyze the effects of household registration reform and rural land transfer rights reform on the differential labor mobility and household urbanization rate.The numerical simulation results are as follows.When the extent of household register discrimination reduces,the number of rural labors of choosing to migrate to cities will increase.And the welfare of high skilled labors in large and medium-sized cities will increase.Large and medium-sized cities can supply more jobs for low skilled labors,which can improve the household urbanization rate.If the extent of rural land transfer increases,rural labors will tend to permanent migration,especially for those who lived around large and medium-sized cities.The increase of rural land transfer degree promotes the house price of large and medium-sized cities,which can reduce the welfare of high skilled labors.If urban hierarchy is larger,the household urbanization rate will decrease.Finally,the paper gives some suggestions on the household registration reform and the rural land rights reform.
