摘要党的十九大报告作出中国特色社会主义进入新时代的科学论断,提出实施乡村振兴战略的重大历史任务。农村金融作为乡村振兴战略的动力引擎,在优化资源配置、提升农业效率、发展农村经济、提高农民收入等方面发挥了举足轻重的作用。西方发达国家在自身发展过程中十分重视农村地区的经济发展,无论是经济发展较快的美国、德国、英国、日本、韩国,还是经济发展较慢的孟加拉国、印度等,都从本国的实际情况出发,审时度势地采取针对性的政策措施推动农村经济步入新时代,走出一条适宜本国发展、可持续的农村金融发展道路。在充分借鉴上述国家发展农村金融成熟经验的基础上,结合乡村振兴"产业兴旺、生态宜居、乡风文明、治理有效、生活富裕"的总要求,探索出一条囊括产业链金融、绿色金融、文化金融、科技金融以及普惠金融的中国特色农村金融发展之路。 The report of the 19th National Congress of the Communist Party of China made a scientific conclusion that socialism with Chinese characteristics has entered a new era and put forward the important his⁃torical task of implementing the strategy of rural revitalization.As the engine of rural revitalization strategy,ru⁃ral finance plays a pivotal role in optimizing resource allocation,improving agricultural efficiency,developing rural economy,and increasing farmers'income.Western developed countries attach great importance to the economic development of rural areas in their own development process.Whether it is the faster economic de⁃velopment of the United States,Germany,the United Kingdom,Japan,South Korea,or the slower economic de⁃velopment of Bangladesh,India,etc.,they all follow their own reality.Proceeding from the situation,we will adopt targeted policy measures to promote the rural economy into a new era and to find a sustainable rural fi⁃nancial development path suitable for domestic development.On the basis of fully learning from the mature ex⁃perience of developing rural finance in the above-mentioned countries,and combining the general require⁃ments of rural revitalization of“prosperous industry,livable ecology,civilized rural style,effective governance,and prosperous life”,we have explored an industry chain finance,green finance,cultural finance,technology fi⁃nance,and inclusive finance,the development of rural finance with Chinese characteristics.
