摘要
分析了国土空间与自然资源、空间区划与用地分类、国土空间用途管制与自然资源管理的关系,研究了土地自然、利用、远景类型的内在联系以及生态用地的内涵与范畴。以上海为例,探索建立国土空间用地分类体系,形成了国土空间用地分类与建设用地、农业用地、生态用地的对照关系,提出了农业—生态用地、生态—农业用地和生态—建设用地分类,以及森林覆盖率、河湖水面率统计和湿地归类方法。本文研究设计的国土空间用地分类体系,层次、类别相对清晰,能够为自然资源统一管理职责行使与国土空间用途管制规则设计,以及与相关行业管理标准的衔接提供基础性指引。
In this study,we analyze the relationships between land space and natural resources,space division and land use classification,land use control,and natural resource management,as well as the internal relationship between land nature,utilization,and prospect type.The land use classification system is proposed in Shanghai,wherein a comparison table is formed with construction land,agricultural land,and ecological land.Moreover,the classifications of agriculturalecological lands and ecological-construction lands are elucidated,and the methods for forest coverage rate,river water rate statistics,and wetland classification are proposed.Overall,the land classification system designed in this study is relatively clear in level and category division,which can provide basic guidance for the implementation of unified management of natural resources,formulation of land use control rules,and connection with relevant industry management standards.
