摘要
国家高新区是新时期国家发展的创新驱动发展示范区和高质量发展先行区。成都高新区和重庆高新区具有区位环境优势、产业升级有成效、科技赋能有基础、科学城建设有支撑、应用场景有市场、对外开放有实力,整体上科技创新和产业发展拥有良好区域依托,呈现双核引领、多园崛起局面,已成为成渝地区高质量发展的先锋示范,但与国内发达地区相比,仍然面临缺少世界级产业集群和引领型高成长企业、创新动力支撑不足、技术成果转移转化水平不高以及一体化推动机制不完善等问题。研究提出成渝地区双城经济圈国家高新区要进一步高质量发展,亟需建立协同机制,通过合作共建西部科学城,打造成渝产业协同发展示范带和成渝科技创新大走廊,同时不断强化技术创新及创新成果转移转化,推动成渝地区双城经济圈建设成为西部地区具有全国重要影响力的增长极。
National High-tech Industrial Development Zones(NHIDZs)serve as the demonstration zone for innovation-driven development and the pilot zone for high-quality development in the new era.Chengdu High-tech Zone and Chongqing High-tech Zone have the advantages of location environment,have effectiveness in industrial upgrading,have solid foundation for technological empowerment,have strong support for developing the Science City,have broad market for application scenarios,and enjoy strong capacity in opening up.Overall,technological innovation and industrial development of the two high-tech zones have good regional location as support,presenting a dualcore-led spatial pattern with multiple emerging parks,thus becoming the pioneer demonstration zones of high-quality development in Chengdu-Chongqing region.However,compared to China’s other developed regions,Chengdu High-tech Zone and Chongqing High-tech Zone still encounter some challenges including the lack of world-class industrial clusters with the leading high-growth anchors,the insufficiency of support by innovativeness,low level of the application of advances in science and technology,and the inadequacy of the institutional mechanism for promoting integral development.This paper puts forward the conclusion that the dual-city economic circle NHIDZ in ChengduChongqing region should further follow the high-quality development path,it is urgently needed to establish a coordination mechanism between Chengdu High-tech Zone and Chongqing High-tech Zone,in order to jointly build the Western Science City through cooperation,create a demonstration belt for synergy industrial development of Chengdu and Chongqing,build the Greater Chengdu-Chongqing Scientific and Technological Innovation Corridor,and simultaneously,technological innovation and innovation achievements transfer and transformation should be continuously strengthened,in an aim to promote the Chengdu-Chongqing dual-city economic circle to become the growth pole with significant influencing power nationwide in the western region of China.
