摘要
立足新发展阶段,推动成渝地区双城经济圈建设,需要尽快建成具有全国影响力的科技创新中心,打造西部地区高质量发展的重要增长极。这既是强化中心城市带动作用的关键抉择,也是提升区域经济和人口承载能力,促进科技创新要素高效集聚的必由之路。论文首先明确了成渝绵科创走廊功能定位,在此基础上,通过改进后的空间引力模型测算出成渝地区市际科创联系强度与隶属度,并采用Moran s I指数考察了区域科创活动的空间关联结构,进而明确了科创走廊建设的具体空间分布范围。最后,从基础动力、内在动力与外在动力的三个维度对构建“三核一廊多城”的成渝绵科创走廊提出了政策建议,以期凭借优势互补的区域协同创新格局助推高质量发展。
Based on the new development stage,and in order to promote the construction of Chengdu-Chongqing Dual-city Economic Circle,it needs to build a scientific and technological innovation center with nation-wide influence and build an important growth pole for high-quality development in the western region as soon as possible.This is not only the key choice to strengthen the leading role of central cities,but also the only way to improve the carrying capacity of regional economy and population and promote the efficient agglomeration of scientific and technological innovation factors.In the first place,this paper clarifies the functional orientation of the science and innovation corridor of Chengdu,Chongqing,and Mianyang.Based on that,the connection strength and membership degree of inter city science and innovation in Chengdu-Chongqing area is calculated by the improved spatial gravity model in this paper.Besides,the spatial correlation structure of regional science and innovation activities is investigated by Moran s I index,which clarifies the specific spatial distribution scope of the construction of science and innovation corridor.Ultimately,this paper puts forward policy suggestions for the construction of Chengdu-Chongqing-Mianyang Science and innovation corridor with“three cores,one corridor and multiple cities”from the three dimensions of fundamental,internal external motivations,expecting to promote high-quality development by the innovation pattern with the virtue of collaboration and complementary advantages in this region.
