摘要
为了厘清影响陕西省南北地区乡村高质量发展的因素,对陕西省未来数字乡村建设和规划提供理论参考和科学依据,提出了一种陕西省数字乡村高质量发展测度及评价方法。通过建立相关的评价测量指标体系,对陕西省8个地市、10个区县乡村进行基础设施建设、就业质量、生活居住环境、医疗养老和政府服务5个方面进行评价。评价体系共计构建5个一级指标和25个二级指标,使用熵权法对指标进行权重赋值,并结合调研的实际情况运用Topsis综合评价方法对被调查地区进行综合的打分和排序。研究结果表明,陕西各地区之间存在地区之间发展水平差异,关中地区数字基建布局水平相对较高,陕南地区生态宜居环境水平较好,陕北地区政府数字服务以及居民整体生活满意度较好。因此,陕南、陕北地区应加快数字基建布局,关中地区重点关注乡村绿色生态环境保护,陕南陕北和关中地区都应当加强乡村居民的数字技能培训。
In order to clarify the factors affecting the high quality development of rural areas in the north and south of Shaanxi province,provides theoretical reference and scientific basis for the future digital rural construction and planning in Shaanxi province a measurement and evqluation of the high quality development of digital villages in shaanxi under the background of rural revitalization is proposed.By establishing the relevant evaluation and measurement index system,the five aspects of infrastructure construction,employment quality,living environment,medical care and old-age care and government service in 8 prefectures and 10 counties and villages in Shaanxi province are evaluate.A total of 5 primary and 25 and secondary indexes are constructe,and the index is weighte by entropy weight method.Then combined with the actual situation of the investigation,Topsis comprehensive evaluation method is use to comprehensively score and rank the investigated areas.The results show that there are differences in development level between different regions in Shaanxi,the distribution level of digital infrastructure in Guanzhong area is relatively high,and the level of ecological livable environment in southern Shaanxi is better.Northern Shaanxi government digital services and residents overall life satisfaction is better.Therefore,the distribution of digital infrastructure should be accelerated in southern Shaanxi and northern Shaanxi,the protection of rural green ecological environment should be focused on in Guanzhong region,and the training of digital skills of rural residents should be strengthened in northern Shaanxi and Guanzhong region.
