摘要
权力监督是世界性难题,自我监督更是难题中的难题,被称为治理领域的“哥德巴赫猜想”。党的十八大以来,以习近平同志为核心的党中央不断探索党在长期执政条件下进行自我监督的有效途径。十八大以来党内监督呈现出鲜明特点:党委主体责任更加突出、纪委专责机关作用更加凸显、对公权力的监督实现全覆盖,巡视“利剑”作用显著,“派”“驻”优势发挥明显、监督策略、体系更加健全与完善、国内“打虎拍蝇”成效空前、国际追逃防逃取得重大进展。这增强了监督实效,保持了党的先进性和纯洁性,把中国共产党这个百年大党建设得更加坚强有力。
Supervising power is a worldwide problem,and self-supervision is more difficult which is called the"Goldbach’s Conjecture"of state governance.Since the 18th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping at the core has continuously explored effective ways to strengthen self-supervision under the conditions of the Party's long-term governance.It has the following distinct characteristics:the main responsibility of the Party committee has become more prominent,the role of the special organs of the Discipline Inspection Commission has become more prominent,the supervision of public power has been fully covered,the"sword"of disciplinary inspection has played a significant role,the advantages of"accreditation"and"garrison"have been brought into play,the supervision strategy and system have become more perfect,the domestic"taking out tigers and swatting flies"has achieved unprecedented results,and the international pursuit and prevention of escape has made great achievements.These measures have effectively kept the CPC's advanced nature and purity,and made the CPC a stronger and stronger party.
