摘要
《海南自由贸易港建设总体方案》的制定出台为海南数字经济创新发展带来了新机遇,同时也对海南数字经济制度体系建设提出了更高的要求。本文在对海南自由贸易港创新发展数字经济所具有的优势和存在的主要问题进行客观辩证分析基础上,通过合理借鉴国际有益经验,针对性地提出了加强数字经济新型基础设施建设、积极参与数字经济国际规则制定、建立健全数字经济监管体系、培育数字经济龙头企业、构筑数字经济安全防线、充分发挥政策创新优势等政策建议。
The formulation and promulgation of the Overall Plan for the Construction of Hainan Free Trade Port brings new opportunities for the innovative development of Hainan's Digital economy.At the same time,it puts forward new and higher requirements for the construction of Hainan's digital economic policy system,on the basis of objective and dialectical analysis of the advantages and main problems of the innovative development of digital economy in Hainan Free Trade Port,through reasonable reference to the international beneficial experience,this paper puts forward some feasible policy suggestions,such as strengthening the construction of new infrastructure of digital economy,actively participating in the formulation of international rules of digital economy,establishing and perfecting the supervision system of digital economy,cultivating leading enterprises in digital economy,building security defense line of digital economy,and giving full play to the advantages of policy innovation.
