摘要
“十四五”时期,在打赢脱贫攻坚战、全面建成小康社会的基础上,“三农”工作重心将全面转向实施乡村振兴战略。在实施乡村振兴战略过程中,对全国和不同地区的乡村振兴进展情况与振兴水平定量评价和动态监测是一项重要的基础性工作。以习近平关于“三农”工作和实施乡村振兴战略的重要论述为指导,以党和国家相关方针政策与规划为依据,将乡村振兴战略“五句话”总要求与“五位一体”总布局、农业农村优先及城乡融合发展紧密结合,探索、构建由6个一级指标、21个二级指标、55个三级指标构成的乡村振兴水平评价指标体系,运用构建的指标体系可具体测算全国和地方层面乡村振兴水平与进展情况,并跟踪监测和预警。
During the"14th Five-Year Plan"period,on the basis of winning the battle against poverty and building a well-off society in an all-round way,the focus of the"three rural"work will be fully shifted to the implementation of the rural revitalization strategy.In the process of implementing the rural revitalization strategy,an important basic task is to quantitatively evaluate and dynamically monitor the progress and level of rural revitalization in China and in different regions.Guided by Xi Jinping's important expositions on the"three rural"work and the implementation of the rural revitalization strategy and based on the relevant policies and plans of the party and the state.The"five sentences"general requirements of the rural revitalization strategy,the"five in one"overall layout,the priority of agriculture and rural areas,and the development of urban-rural integration were closely integrated to explore and constructed a rural revitalization level evaluation index system composed of six first-level indicators,21 second-level indicators,and 55 third-level indicators.The constructed indicator system could be used to measure the level and progress of rural revitalization at the national and local levels,and conduct follow-up monitoring and early warning.
