摘要
分析改革开放以来我国发生的3次传染病大流行,揭示政府对传染病预防控制和救治(以下简称“防治”)工作关注度的周期性变化问题,建议采取以下措施:(1)向公务员普及传染病防治知识,增强政府的传染病防治意识;(2)强调传染病防治可减少死亡和经济损失,让政府正面了解传染病防治工作的成绩;(3)将传染病防治的资源配置和早期防控情况纳入地方政府的绩效考核,促使政府重视传染病防治的体系建设。现代信息技术的快速发展和新型冠状病毒肺炎疫情为落实这些措施提供了契机。
Three major epidemic events of infectious diseases in China since the economic reform and open up were analyzed.The periodic change of the attention that government paid to and its harm were concluded in the field of the infectious disease prevention-control-treatment system.Based on the analysis,the suggestions to improve the system are as follows:(1)to popularize the knowledge of infectious disease prevention-control-treatment among civil servants,and enhance the government’s awareness of infectious disease prevention-control-treatment.(2)to emphasize that the prevention-control-treatment of infectious diseases will greatly reduce death and economic loss,so that the government can positively understand the direct and indirect achievements of infectious disease prevention-control-treatment efforts.(3)to include the allocation of infectious disease prevention-control-treatment resources and the early prevention and control situation in the performance appraisal of local governments,so as to urge the local governments to pay more attention to the construction of the infectious disease prevention-control-treatment system.The great development of modern information technology and the coronavirus disease 2019(COVID-19)pandemic might provide an opportunity for the implementation of these measures.
