长江经济带农业科技创新效率及影响因素研究 被引量:19

Study on the Efficiency and Influencing Factors of Agricultural Science and Technology Innovation in the Yangtze River Economic Belt

摘要 运用超效率SBM模型对长江经济带9省2市2009〜2017年的农业科技创新效率进行了测评,并在此基础上采用面板Tobit回归模型进一步对影响长江经济带农业科技创新效率的因素进行了分析。结果表明:①长江经济带农业科技创新效率并不稳定,且地区差异显著,仅有36%的省(市)农业科技创新投入得到了充分有效地利用;②从长江经济带整体来看,农村经济发展水平对农业科技创新效率的提升有显著的负向影响,而农村劳动力素质、市场化程度、政府支持力度、涉农企业自主创新基础水平对农业科技创新效率的提升则有显著的正向影响,但这些外部因素对不同区域的影响存在差异。因此,建议通过加强农村劳动力培训,提高农民素质;深化市场改革,营造良好的农业科技市场环境;加大政府支持力度,优化农业科技投入结构;加快农业科技创新型企业培育力度,提高涉农企业创新能力等措施来提高长江经济带农业科技创新效率,加快实现农业现代化。 This study used the ultra-efficient SBM model to evaluate the agricultural science and technology innovation efficiency of the 9 provinces and 2 cities in the Yangtze River Economic Belt from 2009 to 2017.Based on this,the panel Tobit regression model was used to further influence the agricultural science and technology innovation efficiency in the Yangtze River Economic Belt.The factors were analyzed.The results show that:1 the efficiency of agricultural science and technology inn ovation in the Yangtze River Economic Belt is not stable,and the regional differences are significant.Only 36%of the provincial(city)agricultural science and technology innovation investment has been fully and effectively utilized;2 from the Yangtze River Economic Belt as a whole,the rural area The level of economic development has a significant negative impact on the improvement of agricultural science and technology innovation efficiency,while the quality of rural labor,marketization,government support,and the level of independent innovation of agricultural enterprises have a significant positive effect on the efficiency of agricultural science and technology innovation.Impact,but the impact of these external factors on different regions is different.Therefore,it is recommended to strengthen the training of rural laborers,improve the quality of farmers,deepen market reforms,create a good agricultural science and technology market environment;increase government support,optimize the investment structure of agricultural science and technology;accelerate the cultivation of innovative agricultural science and technology enterprises,and improve agriculture-related enterprises Innovative capabilities and other measures to improve the efficiency of agricultural science and technology innovation in the Yangtze River Economic Belt and accelerate the realization of agricultural modernization.
