摘要
新型冠状病毒肺炎已构成全球大流行,频繁的国际活动给疫情防控带来了新的挑战和伦理问题。在此背景下,通过对比分析热点国际邮轮疫情暴发事件中的应对措施,概括公共卫生伦理框架,初步对各国疫情防控措施进行伦理辩护。结果显示,各邮轮在预警时间、响应速度、防控措施和后续处理等方面差异显著,不能简单唯结果论来评价。国际邮轮疫情暴发带来多国背景下的检疫隔离与个人自由、重新定义的个体利益与全体利益权衡以及如何确定事件中的责任主体等新的伦理问题。公共卫生伦理框架应从效用、公平、自由、互助和一致性等原则及时给出伦理辩护。因此,新型冠状病毒肺炎疫情引发全球危机,中国应对国际邮轮疫情措施是践行对公共卫生伦理框架的合理体现。世界各国应突出效用和互助等原则,以积极、科学并有效应对国际公共卫生事件。
COVID-19 has constituted a global pandemic,and frequent international activities have brought new challenges and ethical problems to the prevention and control of epidemic.In this context,by comparatively analyzing the response measures in the epidemic outbreaks of hot-spot international cruise,the framework of public health ethics is summarized,and the ethical defense of the epidemic’s prevention and control measures in various countries is preliminarily conducted.The results showed that there were significant differences among cruise ships in terms of warning time,response speed,prevention and control measures and follow-up treatment,which cannot be evaluated simply based on results.The epidemic outbreak of the international cruise has brought about new ethical problems,such as quarantine and individual freedom in the multinational context,the redefinition of the balance between individual interests and the interests of the whole,and how to determine the subject of responsibility in the event,etc.The framework of public health ethics should provide timely ethical defense from the principles of utility,fairness,freedom,mutual assistance and consistency,etc.Therefore,the epidemic of COVID-19 has triggered a global crisis,and China’s response to the epidemic outbreak of international cruise is a reasonable reflection of the framework of public health ethics.Countries around the world should highlight the principles of utility and mutual assistance in order to respond positively,scientifically,and effectively to international public health events.
