Different Responses to“China’s Initiatives”——Russian Behavioral Choices within the SCO

摘要作为一个崛起中的大国,中国不仅要积极地提出"中国倡议",还要关注其他国家对"中国倡议"的反应。在上合组织制度建设过程中,同样是中国提出的制度倡议,为什么俄罗斯有的表示支持,有的表示有条件地支持,有的却加以反对?本文从历史制度主义出发,构建了一个解释俄罗斯国际制度行为选择的分析框架。美国在中亚地区的威胁程度和中国所提制度倡议的网络效应,是影响俄罗斯国际制度行为选择的两大主要因素。"9·11"事件以后,美国对中亚地区进行全方位渗透,俄罗斯面临来自全球性霸权国的威胁程度增加。在此战略情境中,俄罗斯以制度合作的心态对待中国在上合组织中提出的制度建设倡议:针对网络效应低的银联体倡议和网络效应高的自贸区倡议,俄罗斯分别采取了支持和有条件支持的态度。而"颜色革命"之后,美国在中亚地区的战略影响力被削弱,俄罗斯面临来自全球性霸权国的威胁程度降低。在这一新的中亚地区战略情境中,俄罗斯开始以制度竞争的思维来对待中国倡议:针对网络效应低的道路运输协定倡议和网络效应高的开发银行倡议,分别采取了有条件支持和不支持的政策立场。 As a rising major country,China should not only actively propose its initiatives,but also pay attention to different responses to these initiatives.During the SCO institutional construction,why does Russia sometimes fully support,sometimes conditionally support and sometimes even reject China’s initiatives?This paper puts forwards an analysis framework to explain Russia’s behavioral choices within the international institution from a perspective of historical institutionalism.According to this paper,threats of the U.S.in Central Asia and net effects of China’s initiatives are two main factors influencing Russia’s behavioral choices within the international institution.Since the"9·11"terrorist attack,the U.S.has exerted all-round influences in Central Asia and Russia has to face increasing threats from the global hegemony.In this strategic context,Russia treats China’s initiatives within the SCO cooperatively.For instance,Russia supports the Interbank Consortium(IBC)initiative with low network effects,while for the Free Trade Area(FTA)initiative with high network effects,Russia’s attitude is conditionally supportive.After the"Color Revolution",the U.S.’s influences in Central Asia are decreasing,which reduces its pressure to Russia.In this new regional strategic context,Russia takes competitive attitudes towards China’s initiatives.For the Road Transport Facilitation Agreement(RTFA)initiative and Multilateral Development Bank(MDB)initiative respectively with low network effects and high network effects,Russia holds conditionally supportive policy stance for the former and rejecting stance for the latter.
