摘要
2021年是上海合作组织成立20周年,该组织的诞生是中国多边外交中具有里程碑意义的重要事件。与其他国际组织不同,上海合作组织秉持的合作理念多为中国提出的外交倡议,同中国在国际和地区事务中扮演的角色关系密切。从成立伊始的"上海精神"与新安全观,到青岛峰会提出为"上海精神"充实新的时代内涵即发展观、安全观、合作观、文明观与全球治理观,再到提出建设上海合作组织命运共同体,上海合作组织的发展充分体现了"中国智慧"和"中国方案"。中国在上海合作组织中的特殊作用受到其他成员国、观察员国和对话伙伴国的赞誉,同样得到国际社会的高度评价。近年来,多边外交已经成为中国特色大国外交的重要组成部分,而上海合作组织的实践有效支撑了中国多边外交的发展和突破。在后疫情时代,国际格局和地区形势正发生巨大变化,大国地缘政治博弈升级,日趋严重的单边主义、贸易保护主义以及种族主义和排外情绪会不断干扰多边合作进程,上海合作组织需要积极作为,深化务实合作,维护多边主义,基于地区实际凝聚更多共识,发挥规则和制度的引领作用,争取在重点领域取得更多突破。
2021 marks the 20 th anniversary of the establishment of the Shanghai Cooperation Organization(SCO),which is an important milestone in China’s multilateral diplomacy.Unlike other international organizations,most of the SCO’s philosophies of cooperation come from China’s diplomatic initiatives,which are closely related to China’s role in international and regional affairs.The development of the SCO fully embodies the"Chinese wisdom"and"Chinese solutions":From the"Shanghai spirit"and the"a new vision of security"at the beginning of its establishment to the Qingdao summit’s proposal to enrich the New Era Connotation of the"Shanghai spirit",namely the concept of development,cooperation,civilization and global governance,and to the proposal to build the SCO community with a shared future.China’s role in the SCO has been praised by other member states,observer states and dialogue partners,and also highly praised by the international community.In recent years,multilateral diplomacy has been becoming an important part of major country diplomacy with Chinese characteristics,and the practice of the SCO has effectively supported the development and breakthrough of China’s multilateral diplomacy.In the post-epidemic era,great changes will take place in the international pattern and regional situation,the geopolitical game among major powers will be intensified,and the increasingly serious unilateralism,trade protectionism and racial and xenophobic sentiments will continue to interfere with the process of multilateral cooperation.The SCO needs to deepen practical cooperation with positive actions,safeguard multilateralism,build more consensus based on regional reality,give full play to rules and systems as the leading role,and strive for more breakthroughs in key areas.
