摘要
在高铁建设高速发展态势下,为强化建设与运营两大系统的对接协调,提高高铁工程质量管理水平,确保高铁安全运营,运用反馈论相关理论,探索在高铁工程质量管理中引入运营反馈机制,分析高铁工程质量管理运营反馈机制的内涵及组织模式,研究运营反馈机制在高铁工程设计、施工、验收和开通运营等全生命周期的实施方案。以西成客专陕西公司为例,通过分析运营反馈机制的实际运用过程及实践效果,发现运用运营反馈机制可有效整治设计、施工、静动态验收等各阶段发生的问题,夯实工程质量基础。最后,提出应强化运营反馈机制顶层设计、注重源头把控运营需求、统一各参建主体思想认识等建议,为全路范围内推广应用运营反馈机制提供思路。
This paper explores introduction of the operation feedback mechanism into project quality management of the high speed railway by applying relevant theories(for example,feedback theory),analyzes the connotation and organization mode of the mechanism and studies the implementation scheme of the mechanism in the full life cycle of the high speed railway,including engineering design,construction,acceptance and operation,so as to make better connection and coordination of the construction and operation systems,improve the level of project quality management of high speed railway and ensure the safe operation of high speed railway under its booming development.Taking Xi’an-Chengdu Railway Passenger Dedicated Line Shaanxi Co Ltd as an example,and by analyzing the practical application process and practice effect of the operation feedback mechanism,this paper finds out that the application of the mechanism can effectively overcome problems occurring in design,construction,and dynamic and static acceptance stages,and make the project quality more solid.Finally,this paper puts forward some suggestions,including identifying the top-level design of the operation feedback mechanism,focusing on the source to meet the operation requirements,and unifying the ideological understanding of main participants,which provides ideas for promotion and application of the operation feedback mechanism within the national railway system.
