摘要
新冠肺炎疫情的爆发蔓延对民营企业经营发展带来了一定影响。为深入了解疫情防控期间民营企业劳动用工的困难和诉求,我们在上海市民营企业中进行了疫情防控期间劳动用工情况问卷调研,最终回收有效问卷183份。调研结果显示,受疫情影响,上海市民营企业开工时间普遍有所推迟,但2月底已陆续复工复产;"返工难"的问题较为突出;疫情影响下,企业工资、社保等人工成本承受时间中位数约为3个月。同时,疫情进一步加剧了民营企业"用工荒"现象;二季度开始,部分民营企业出现了减员、裁员。建议在加强政策宣传、缓解用工荒、做好监测预警、降低用工成本等方面采取措施。
The outbreak and spread of novel coronavirus epidemic has caused a certain influence to the development of private enterprises.In order to understand the difficulties of private enterprises in labor employment at the epidemic prevention and control period,we conducted a questionnaire survey on the labor employment situation of private enterprises in Shanghai at the epidemic prevention and control period,and finally recovered 183 valid questionnaires.According to the survey results,affected by the epidemic situation,the start-up time of private enterprises in Shanghai has been generally delayed,but they have resumed work in succession by the end of February;the problem that"it is difficult to resume work"is more prominent;under the influence of the epidemic situation,the median time for enterprises to bear labor costs such as wages and social security is about 3 months.At the same time,the epidemic further exacerbated the phenomenon of"labor shortage"in private enterprises;starting from the second quarter,some private enterprises may have downsizing.It is suggested that measures should be taken to strengthen policy propaganda,alleviate labor shortage,do well in monitoring and early warning,and reduce labor cost.
