摘要
国土空间规划体系构建和编制工作已全面展开,目前对于国土空间规划背景下村庄规划的研究多为单一角度或者单一地域而不够全面系统。本文以2019年9个省份已发布的村庄规划导则为研究对象,通过对其内容的总结归纳和横向比较,提出了在国土空间规划背景下村庄规划的主要发展方向:(1)多规合一;(2)分类引导村庄发展;(3)严守刚性管控底线、严控用地规模的同时适当留出弹性空间;(4)强化村民主体地位,规划师全过程服务;(5)一些地方结合自身特征探索更具个性化也更实用的村庄规划编制和实施路径。
The construction of China's territorial spatial planning system has been fully carried out.Present researches on village planning under this background are mostly focused a single perspective or a single area,which are not comprehensive.Taking village planning guidelines issued in nine provinces in 2019 as the research objects,this paper conducts a horizontal comparison and then summarizes some development directions of village planning under the background of territorial space planning.(1)Practice multiple planning integration.(2)Implement classified guidance for village development.(3)Strictly adhere to the rigid bottom line and control the scale of land use while properly living flexible space.(4)Strengthen the dominant position of villagers,and planners provide service in the whole process.(5)Some places explore their personalized and practical village planning compilation and implementation paths based on their own characteristics.
