摘要
乡村振兴战略背景下,北京市开展了美丽乡村建设行动,村庄规划在这一新时代下面临着从单一目标到综合目标、从蓝图式规划到实施型规划、从技术型规划到社会型规划转型的新要求。通过不断实践探索,提出北京市美丽乡村建设在村庄规划编制中,应注重落实空间管控目标、激活内生经济动力、修复乡土文化基因、营造乡村风貌特色、推进乡村治理有效等5个方面,使村庄规划打破传统空间规划的束缚,提升村庄软性条件,引导村庄健康发展。
Under the background of the strategy of rural revitalization,Beijing has carried out beautiful rural construction.In this new era,village planning is facing new requirements of transformation from a single goal to comprehensive goals,from blueprint planning to implementation planning,from technical planning to social planning.Through continuous practice and exploration,it is pointed out that in the compilation of village planning,the construction of beautiful villages in Beijing should focus on the following five aspects:implementing the goal of space control,activating endogenous economic motive force,restoring local cultural genes,creating rural features,and promoting effective rural governance,so as to break the shackles of traditional spatial planning,improve the social environment of villages,and guide their healthy development.
