摘要
当前,脱贫攻坚战正处于决胜期,乡村振兴发展正处于“三年取得重大进展”的关键年,两大战略的有效衔接关系到我国“三农”工作重点的稳步承接和调整,是战略目标有序推进的保障。做好脱贫攻坚与乡村振兴有效衔接,需要把握和厘清二者的深刻内涵和逻辑关系,明确两大战略协同推进和平稳过渡的政策着力点,从产业升级、基础设施提档、宜居乡村建设和农民持续增收等关键路径实现有效衔接;通过完善有效衔接领导与组织机制、落实协同推进统筹机制、建立政策衔接运行机制等三个方面发力,为推动脱贫攻坚与乡村振兴衔接工作的落实提供基础保障。
At present,the battle against poverty has entered into a decisive period,and the three-year rural revitalization has entered into the key year.The effective linkage between the two strategic projects is closely related to the successful work related to agriculture,rural areas and farmers and the realization of the strategic goals.It is necessary to understand the profound connotations and logical relationship between the two strategic projects,clarify the policy focuses to ensure a peaceful and stable transition,and realize the effective linkage through industrial and infrastructure upgrading,a quicker construction of livable countryside and more income for farmers.The improvement of the effective leadership and institutional mechanism and the implementation of a coordination mechanism and operation mechanism for policy linkage will provide a basic guarantee for a good linkage mechanism for poverty eradication and rural revitalization.
