摘要
南水北调中线工程是一个跨多流域和多省市的特大型调水工程。针对南水北调中线工程经营性与公益性结合的准市场运行机制特点,对工程水价进行了分析、探讨,同时指出了工程进行生态补水的水价问题。最后提出应以更灵活、多样的方式来应对南水北调中线工程水价问题,并在执行过程中不断优化、完善。
The Middle Route Project of South-to-North Water Diversion is an extra large project trans-crossing multiple basins,provinces and cities.Aiming at its quasi-market operation mechanism giving consideration to the business interest and public welfare,the water price is analyzed and discussed.The problems in the water pricing on the ecological release of the project are put forward.It is proposed that the water price should be determined with more flexible and diverse methods and optimized in its implementation process.
