摘要
冀中南地区位于华北平原腹地,既是国家粮食主产区之一,又是地下水严重超采区。为了落实国家粮食安全战略要求,同时保证地下水超采综合治理效果,在进行水资源供需分析的基础上,合理确定农业缺水量和缺水区域。在梳理现状农业灌溉工程的基础上,考虑远期南水北调后续工程及省内农业灌溉骨干工程的实施,统筹区域地下水、上游山区水库水、引调黄河水、引调长江水等水源,进行不同分区农业灌溉水源合理高效配置布局研究,指导市县农业灌溉工程后续建设,改善农业灌溉条件,保障粮食生产安全。
The southern part of Hebei Province is located in the heart of the North China Plain,which is not only one of the country's main grain-producing areas but also a region where groundwater is severely over-extracted.To implement the national food security strategy and ensure the comprehensive management of over-extraction of groundwater,it is necessary to conduct an analysis of water resources supply and demand,and determine the reasonable amount and areas of agricultural water shortage.Based on the review of the current status of agricultural irrigation projects,the implementation of the follow-up projects of the South-to-North Water Diversion Project and the backbone irrigation projects within the province should be taken into consideration.The study should coordinate regional groundwater,upstream mountain reservoir water,Yellow River diversion water,Yangtze River diversion water,and other water sources to conduct a rational and efficient allocation of agricultural irrigation water sources in different regions.The research can guide the construction of agricultural irrigation projects in cities and counties,improve the irrigation conditions for agriculture,and ensure the water supply security for food production.
