摘要
在现有源水水价的基础上,对南水北调工程通水后受水区部分省(市)的居民可承受水价与2006年、2010年现状水价进行了比较。结果表明:调水后带来的源水价格和水源结构的变化,对最终用户水价的影响远小于2006年、2010年可承受水价的提价空间。调水后居民生活用水提价值占2006年提价空间的比例不超过42%,占2010年提价空间的比例不超过53%,因此用水户有足够的承受能力。考虑到节水、工程的良性运行和居民可承受能力等因素,应合理制定水价,调整人们的用水行为、改善用水结构,使当地水和外调水合理利用,实现水资源的优化配置。
On the basis of the current source water price, comparing the people＇ s affordable water price in some water receiving areas after the SNWTP operation with the current water price in 2006 and 2010 , the results show that： water supplying will bring the change of souree water price and water structure after the South-to-North Water Transfer Project （SNWTP） operation, the influence of water price for the end user caused by the change is far less than the span of a boost of the affordable water prices in 2006 and 2010. For domestic consumption price, the proportion account- ing for the affordable increases space is not more than 42% in 2006 and 53% in 2010, so the users have sufficient endurance capacity. Considering water saving, the project benign operation and residents＇ s afford ability, it is necessary to adjust water price and behaviors and improve consump- tion structure. It can be achieved to utiltze of the local water and water transfer rationally so as to realize the optimal allocation of water resources.
