摘要
本文立足于经济高质量发展要求,从当前土地管理制度改革方向入手,分析了我国土地要素供给侧存在的空间结构性矛盾,研究了土地要素供给领域出现新的发展态势,提出从适当增加经济发展优势地区发展空间、支持欠发达地区跨省域调剂土地指标、完善国土空间用途管制制度等3个方面,增强经济发展优势地区土地承载能力。
Based on the requirements of high-quality economic development, this paper starts with the current direction of land management system reform, analyzes the spatial structural contradictions existing in the supply side of land elements in China, and studies the new development trend in the field of land element supply. It is proposed to strengthen the land carrying capacity of economically advantageous areas from three aspects,including appropriately increasing the development space of economically advantageous areas, supporting the underdeveloped areas to adjust land indicators across provinces, and improving the control system of land use.
