Research on Contract Risk and Governance Mechanism in the Process of Agricultural Modernization--Based on the Perspective of“Government-Market”Mutual Construction

摘要在农业现代化进程中,如何发挥新型农业经营主体对小农户的带动作用逐渐成为我国农业治理的核心问题。在市场机制下,以利益联结为中心,新型农业经营主体与小农户之间形成了多种不同的合约关系,这也成为小农户参与现代农业发展的主要方式。同时,小农户与新型农业经营主体的合约关系也深嵌于政府治理体系之中。小农户与新型农业经营主体合约风险的化解,不仅需要不断优化其合约结构,还需要在市场机制之外,立足政府的政策引导、制度连接及公共品供给等治理机制探索多重路径,以不断强化小农户与新型农业经营主体合约模式的组织合法性,优化其组织模式,降低外部性成本,进而维系双方利益关联机制及合约关系的稳定。小农户与新型农业经营主体的合约关系治理内在地体现了政府与市场的互构逻辑,政府与市场构成为我国农业现代化的两种基本治理机制。 In the process of agricultural modernization, how to give full play to the role of new agricultural operators in driving small farmers has gradually become the core issue of China’s agricultural governance. Under the market mechanism, with the interest linkage as the center, a variety of different contractual relationships have been formed between the new agricultural operators and small farmers, which has also become the main way for small farmers to participate in the development of modern agriculture. At the same time, the contractual relationship between small farmers and new agricultural operators is deeply embedded in the government governance system. The resolution of contract risks between small farmers and new agricultural operators not only needs to continuously optimize their contract structure, but also needs to explore multiple paths based on government policy guidance, institutional connections, and public goods supply and other governance mechanisms outside the market mechanisms,so as to continuously strengthen the organizational legitimacy of the contract model of small farmers and new agricultural operators, optimize their organizational model, reduce the cost of externalities, and then maintain the stability of the interests of the two parties and the contract relationship. The contractual relationship governance between small farmers and new agricultural operators inherently reflects the logic of mutual construction between the government and the market, and the government and the market constitute the two basic governance mechanisms of China’s agricultural modernization.
