摘要
当前,数字技术正在快速融入公共服务实践,并在制度化的过程中,为公共服务创新带来前所未有的驱动力。文章从公共服务创新的深刻内涵和时代要求出发,指出当前我国应用数字技术进行公共服务创新存在的主要问题,基于公共服务作为公共产品的基本性质,剖析数字技术通过数字化、网络化和智能化推动公共服务创新的内在机理,从而提出公共服务由“服务传递”转向“价值共创”的四个关键变革方向,以期为面向数字时代的公共服务创新构建出一个整体性图景。
Digital technology has been rapidly integrating into public service practice in recent years.It has brought unprecedented driving force to public service innovation through the process of institutionalization.Starting from the profound connotation of public service innovation and the requirements of digital era,this paper points out the main problems existing in the current application of digital technology in public service innovation in our country.Based on the basic nature of public service as a public product,it analyzes the internal mechanism of digital technology in promoting public service innovation,and thus puts forward four key directions of changing public service from"service delivery"to"value co-creation",so as to build a holistic picture for public service innovation in the digital age.
