突发事件背景下应急公共服务供给机制:理论框架与案例分析

摘要 突发公共事件打破了公共服务资源供需平衡,为缓解这种供需矛盾,应急公共服务创新应运而生。在突发公共事件背景下,人民日益增长的美好生活需要蕴含着对应急公共服务保障的强烈需求。口罩预约服务是地方政府应对突发公共事件的公共服务创新产物。本文基于X市口罩抽号预约服务创新实践的案例研究,建构了应急公共服务供给创新的情境动力与运行机制模型。研究发现,应急状态下的公共服务创新实质是应急决策和需求识别,是具有紧急性、目标权变性、不确定性、渐进性的动态决策过程。应急公共服务供给需要针对应急形势快速反应、动态调整、持续优化。在应急公共服务创新过程中,以人民为中心的应急公共服务理念,党政权威推动与多方协同合力,数字赋能以及应急状态下的公共服务响应机制是应急公共服务持续优化以精准满足应急需求的重要保障。 Public emergencies break the balance between the supply and demand of public services.To alleviate such imbalance,it is crucial to carry out innovative public emergency services.In this context,There is a growing demand for public emergency services.In practice,the mask-reservation service is one of the most pragmatic trials by local governments,in response to the pandemic.Based on the case of city X,this paper constructs the situational dynamics and operation mechanism model of public emergency service innovation.It could be verified that the essence of public service innovation in emergency situations is emergency decision-making and requirements identification,which is a dynamic process with urgency,contingency,uncertainty,and progressiveness in this paper.Under emergency conditions,the supply of public services needs a rapid response,dynamic adjustment,and continuous optimization according to the situation.In this process,it is important to guarantee the people-centered concept of emergency public services,the promotion of party and government authority and the cohesion of multiple subjects,digital technology,and the response mechanism of public services in emergency situations,for the continuous optimization of public services to meet emergency needs.
