治理现代化视域下地方政府简政放权的价值功能与实现路径--基于浙江经验的分析

摘要简政放权是地方治理现代化的重要抓手。作为地方政府推进简政放权的典型样本,浙江省创造了丰富的"浙江经验",较好地发挥了制度优势,提升了政府效能,推进了良政善治。基于治理现代化,从落实简政放权价值功能的实际出发,地方政府需要进一步树立改革共同体思维,并通过制度保障找准内外协作平衡点,实现上下联动,完成体制机制的转换,实现提高政府效能、激发市场活力和提升社会创造力之间的有机平衡。 Streamlining administration and decentralization are important starting points for the modernization of local governance.As a typical sample of the local government’s promotion of simplified administration and decentralization,Zhejiang Province has created a wealth of"Zhejiang experience",which has given full play to the advantages of the system,improved government effectiveness,and promoted good governance.Based on the modernization of governance,starting from the actual implementation of the functions of simplifying administration and decentralization,local governments need to further establish the thinking of the reform community,and find the balance of internal and external collaboration through institutional guarantees to achieve up-and-down linkages,complete the transformation of institutional mechanisms,and realize the organic balance between improving government efficiency,stimulating market vitality and enhancing social creativity.
