住房福利模式的走向:大众化还是剩余化?——基于40个大城市的实证研究 被引量:22

Mass or Residual Model of Public Rental Housing in China?--Evidence from 40 Largest Cities

摘要 中国住房市场化改革以来业已成型的带有生产主义特征的剩余型住房福利模式,是否在后金融危机时代发生转向:从生产主义到发展主义,从剩余型模式到社会民主模式?本文运用Harloe的大众化/剩余化社会住房概念,对中国40个城市的公租房准入标准进行了定量分析。研究发现,多数城市对本地人至少放宽到当地城镇居民人均可支配收入水平,建立起了较为大众化的公租房体系,对外来人口则进一步附加工作、社保等严苛条件,使得公租房体系非常剩余化。本地人住房的大众化具备了向社会民主模式转变的基础;同时生产主义的"有用原则"导致外地人公租房体系和城镇化水平更高的城市公租房体系都非常剩余化。中国住房福利制度是生产主义和剩余型模式,虽然具备一定的向社会民主模式转变的基础,但仍然在经济发展优先和公民社会权的保障之间徘徊,住房福利制度改革需要进一步推进。 Scholars debate about whether the housing welfare model in China in the post-financial crisis era has transformed from productivism to developmentalism,and from the residual welfare model to a social democratic model? In response to this debate,applying Harloe’s(1995) mass/residual social housing concept,this paper conduct an quantitative study of 40 major cities about the access to public rental housing(PRH)in China.The study found that for residents with local Hukou,most cities have relaxed admission criterion to average income families,thus establishing a mass PRH sector which lays the foundation for the transition from a residual mdoel to a social democratic model.But for residents without local Hukou,harsh additional criterion such as formal job and social security payment are attached,and the PRH sector thus built is residualized.It is productivism that causes the discrimination towards residents without local hukou;It also renders a more residu-alized PRH sector in more highly urbanized cities.In short,China still struggles between economic development and social rights protection as its priorities.As a result,housing welfare reform in China needs to be furthered.Applying Harloe’s mass/residual model of social housing,based on the quantitative research of a large sample,this paper reveals that housing in China remains to be a residual welfare model(though with expanded foundation)under productivism.
