摘要
分析判断我国城镇住房状况与市场发展阶段,有助于政府、企业和家庭科学地制定住房相关的决策。目前我国城镇住房供求总量基本平衡,已经跨越了住房绝对短缺的阶段,住房市场与经济发展水平基本匹配,但仍存在住房占有分布不均衡和住房质量水平偏低两个主要问题。展望未来,我国还需要经历5—10年的高速建设时期才能彻底解决住房短缺问题。随着住房短缺问题的逐步解决,人们对住房质量的要求将不断提高,即更加注重城市宜居性与住房舒适性。为解决住房市场当前存在的问题、适应市场未来发展趋势,我国现阶段住房市场的发展目标要以保障基本住房需求、促进住房资源的合理分配为核心,同时也要逐步注重提高住房质量与舒适度,加大对低质量住房的改造力度。
To analyze and judge the current situation of urban housing and the development stage of housing market in China can help the government,firms and families to scientifically make housing related decisions. At present,the stock supply and demand of urban housing are generally balanced in China. The absolute shortage period of housing supply has passed and the housing market development has been compatible with the economic development. However,two major problems of unequal housing allocation and low housing quality still exit. In future,China needs another 5 to 10 years of fast construction to solve the problem of housing shortage. As the problem of housing shortage is gradually solved,better housing quality is required,i. e.,people would pay more attention to the urban livability and housing comfortableness. To solve the current problems in the housing market and accommodate the future development trend of housing market,the core targets for developing the housing market in the current stage should be to guarantee the basic housing demand and to optimize the allocation of housing resources. In addition,the government should also pay more attention to improve the housing quality and living comfort and renovating the houses of low quality.
