摘要
对PPP项目残值风险的科学评价和管控直接关系项目的成败。在基础设施PPP项目残值风险影响因素分析的基础上,建立政府层级、市场层级、项目层级和其他层级下的17个二级评价指标和23个三级评价指标,运用组合赋权法得到指标权重,构建模糊物元评价模型,对风险等级进行划分,结合案例进行残值风险评价。
Scientific evaluation and control of residual value risk of PPP project is directly related to project success or failure. Firstly,based on the influencing factors analysis of residual value risk of infrastructure PPP projects,17 second-level indicators and 23 third-level indicators,under government,market,project and other are established. Then the importance of the indicators is evaluated by the combination weighting method,and the weight results of the indicators are obtained. Finally,a fuzzy matter-element evaluation model is constructed to classify the risk level, and residual value risk assessment is carried out for the case study of a specific project.
