摘要
我国仍处在快速城市化阶段,需要加大轨道交通建设,促进社会经济可持续发展。如何做到城市轨道交通与城市功能融合、相互促进发展,关键在于处理好轨道站点的一体化方案。通过对东京、香港、北京等国内外城市轨道交通站点一体化开发案例进行对比分析,提出我国轨道交通站点一体化发展的主要策略:坚持轨道交通站点高强度混合开发,梳理全网、全线用地条件,明确各个站点周边开发业态及强度;做好轨道交通站点交通衔接,形成以轨道交通站点为核心的舒适、便捷交通接驳系统,提高站点服务水平;强化轨道交通站点周边用地的规划控制,细化土地出入条件;把握好建设时序,轨道交通站点与周边用地要统一规划、设计,建设时序要匹配;完善轨道交通站点一体化开发的相关法律法规,明确开发主体、土地出让条件、收益分配等,全面保障轨道交通站点一体化开发的落地实施。
At present,urban rail transit in China is still in a period of rapid development,with the scale of built,planned,and operational lines reaching record highs.However,the overall passenger flow efficiency and the intensity of passenger flow load are low.In 2017,the average load intensity in China was only 0.81 million person-times/kilometer-day,which is 2.4%lower than that of the previous year.The main reason is that the degree of integration between urban rail transit stations and cities is insufficient,the population and posts around the stations are not centralized,and the connection between stations and the main passenger flow points around them is not smooth.The planning and construction of urban rail transit must be closely linked with urban functions.The stations should be integrated into urban life,form a 500 m recreational circle with the help of rail stations,promote urban development,and actively cultivate rail passenger flow.Based on the comparative analysis of integrated development cases of urban rail transit stations in Tokyo,Hong Kong,and Chinese mainland,this paper puts forward the key indicators and corresponding safeguards for the integrated development of rail transit stations.
