摘要
随着国家首批海绵试点城市考核结束,海绵城市建设进入后评价时期。各海绵试点城市在地方标准的编制过程中,仍存在缺乏统一规划,海绵城市标准分散且不完整的现象,未能形成系统有效、具有地方特色的海绵城市建设标准体系。为科学有序地推进海绵城市建设,指导服务地方省市海绵城市标准编制工作。以福建省为例,着力构建一套多维度、多层次的海绵城市建设标准体系用于指导地方海绵城市建设标准的编制。该体系在分析我国现行基础性标准规范、福建省地域环境对海绵城市建设要求的基础上,针对海绵城市全过程管控流程,梳理现行海绵城市标准规范存在的问题,借鉴国际及国内海绵试点城市成功经验,提出福建省海绵城市标准体系框架,对全国地方省市海绵城市标准编制具有一定的指导意义。
With the end of the first batch of national sponge city pilot projects,sponge city construction has entered the post-evaluation period.A systematic standard system with local characteristics fail to form because of the lack of unified planning.In order to promote the construction of sponge city and guide the preparation of sponge city standards,A multi-dimensional and multi-level standard system was established to guide sponge city standards for Fujian province.The standard of sponge city for Fujian province is based on the analysis of the current basic specifications and the regional characteristics of Fujian province.The framework of sponge city standard system is built to comb the problem of sponge city standard.For the whole process of sponge city management control process,the local standard system of sponge city for Fujian province is built and has certain guiding the preparation of sponge city standard in other provinces and cities.
