摘要
社会治理创新是推进国家治理能力现代化的重要路径,也是服务型政府建设的关键,由此催生了地方政府创新社会治理机制的热潮。而派生型组织作为一种行之有效的制度安排,被各地政府采用和推广。基于对政府主导型社区基金会的长期观察,以重庆市M社区基金会为典型案例,依据“工具一价值”分析框架,探究地方政府与政府主导型社区基金会合作的成因及路径,总结岀派生型组织与政府间关系的关键因素和制度安排,提岀相应对策,以期为我国地方政府创新社会治理机制提供参考。
Social governance innovation is an important way to promote the modernization of national governance capabilities,and it is also the key to the construction of a service-oriented government.This has led to a wave of local government innovation in social governance mechanisms.Derived organizations,as an effective institutional arrangement,have been adopted and promoted by local governments.Based on long-term observations of government-led community foundations,and taking Chongqing M community foundation as a typical case,based on the“tool-value”analysis framework,this paper explores the causes and paths of cooperation between local governments and government-led community foundations,and concludes the key factors and institutional arrangements of the relationship between the derived organization and the government,and put forward corresponding countermeasures,in order to provide a reference for China^s local government to innovate social governance mechanisms.
