摘要
代表作评价是高校教师职称评审改革的重要内容,有利于高校实施高质量分类评价、实现学术评价去行政化、打破人才评价的体制机制障碍。建立代表作评价制度,涉及职称评审制度的各个环节,包括不同层级组织的推荐选拔制度、同行评议制度、代表作评价制度、匿名评审制度、申诉举报制度、回避制度、公示制度等。其中同行评议制度是代表作评价制度有效实施的依托;匿名评审制度保证代表作评价制度的客观有效性;回避制度保证代表作评价制度的公正性。进一步优化代表作评价和同行评议,应强化相关制度保障,切实实行匿名评审制度和回避制度,逐步尝试从国内评审扩大到国际评审;建立同行评议人的甄选机制,建设同行评议专家库,保障制度运行的客观性和学术性;加强对第三方评价机构的监管,保障评价的质量。
Representative evaluation is an important part of the reform of professional title evaluation for university teachers, which is conducive to the implementation of high-quality classified evaluation, the de-administration of academic evaluation, and the breaking of the institutional barriers of talent evaluation. The establishment of representative evaluation system involves all links of the title evaluation system, including recommendation and selection system, peer evaluation system, representative evaluation system, anonymous evaluation system, complaint and report system, withdrawal system, publicity system, etc. Among them, peer review system is the basis for the effective implementation of representative evaluation system. Anonymous evaluation system ensures the objective effectiveness of representative evaluation system. Avoidance system guarantees the fairness of representative evaluation system. In order to further optimize the representative evaluation and peer review, we should strengthen the relevant system guarantee, implement the anonymous evaluation system and avoidance system, and gradually try to expand from domestic review to international review. We should establish a selection mechanism for peer reviewers, build a pool of peer review experts, and ensure the objectivity and technicality of the operation of the system. We should strengthen the supervision of third-party evaluation institutions to ensure the quality of evaluation.
