摘要
代表性成果评价是新时代深化职称制度改革的重要举措。A省在2023年职称评审中试行代表性成果制度,有效地丰富了人才业绩评价方式,构建了人才评价新范式,增强了评价的可信度。但研究发现,A省代表性成果制度运行面临制度执行差异性较大、评价标准多元性不足、评价机制权威性待加强、结果运用功能性待提升等挑战。为发挥代表性成果制度应有作用,应健全顶层制度设计,构建多维分类评价体系,优化评委会内部运行机制,增强评价结果运用效能。
Representative achievement evaluation is an important measure to deepen the reform of the professional title system in the new era.Province A tried out a representative achievement system in professional title evaluation in 2023,eff ectively enriching the methods of talent performance evaluation,constructing a new paradigm for talent evaluation,and enhancing the credibility of evaluation.However,as found in the research,the operation of the representative achievement system in Province A faces challenges such as significant differences in system implementation,insufficient diversity of evaluation criteria,the need to strengthen the authority of evaluation mechanisms,and the need to improve the functionality of result application.To fully realize the significance of the representative achievement system,we should improve the top-level system design,construct a multidimensional classification evaluation system,optimize the internal operation mechanism of the evaluation committee,and enhance the eff ectiveness of the application of evaluation results.
