摘要阐述了使命驱动型创新政策的内涵和基本逻辑,构建了激发企业内生动力的使命驱动型创新政策体系的基本架构。研究强调:使命驱动型创新政策打破了市场失灵理论的局限性,强调政府职能的重大转型,主动投资、干预创新的全过程;做好国家创新战略方向的引领;主动决策和承担创新的重大风险;创造新的市场或机会等。构建的政策体系主要包括使命与战略、普适性政策、专项政策和产业政策四大层次。 This paper expounds the connotation and basic logic of the mission-oriented innovation policy,constructs the basic structure of the policy system that stimulates the internal motivation of the enterprise.It emphasizes that mission-oriented innovation policies break the limitations of market failure theory,stress the actively invest by government,and intervene in the whole process of innovation;do a better job in leading the direction of national innovation strategy;take the initiative to make decisions and bear the major risks of innovation;create new markets.It constructs the policy system mainly includes four levels:mission and strategy,universal policy,special policy and industrial policy.
