摘要
为促进农村环境改善和优化,解决农村环境治理问题提供理论参考。以交易费用为理论支撑,从农村经济发展对资源和环境造成的影响及农村环境治理过程中的交易费用困境等方面进行分析,从明确主体责任义务、加强监管服务水平、加大财政投入力度、建立常态运行机制等方面提出了交易费用理论下农村环境治理的改善对策。
The effect of rural economic development on resources and environment and the dilemma of transaction cost during the process of rural environmental governance were analyzed by taking the transaction cost as the theoretical support to provide the theoretical reference for improvement,optimization and management of rural environment.The countermeasures to improve rural environmental governance are proposed from four aspects of explicating main body responsibility and obligation,enhancing supervision service level,expanding financial input and building normalcy operating mechanism under the transaction cost theory.
