摘要
从河长"制"转向河长"治"的深层次原因切入,以其具体内涵和治水理念,对河长"治"之"治理"优势进行了较充分论证。分析得出,要构建"一龙治水"的长效机制,需要创新河长制全方位治水模式,故应加强河长"治"权责一致立法保障、推动建立河长"治"激励机制、建立健全河长绩效考核问责制度以及与流域横向生态保护补偿机制相嵌套,形成人与自然和谐发展的良好水生态新格局,实现河长"治"、河"长治"的美好夙愿。
An in-depth analysis has been made on the advantages of river chief system from the root courses such as specific contents,water governance concepts and reasons why the system needs to be transformed into “real governance”.The analysis demonstrates that innovative and all-round management model should be employed for the establishment of a long-term “integrated water governance” mechanism,in order to strengthen law enforcement and accountability of river chiefs,boost incentive mechanism and perfect performance evaluation and accountability system.Mutually complemented by ecological compensation system,it may help to realize a new water-ecology pattern of harmony between people and nature.Finally the beautiful wish of sustainable river basin management shall be accomplished by effective governance of river chiefs.
