摘要
近年来,在民粹主义、政治极化、人口老龄化等因素的助推下,欧洲保护主义日益兴起。出于维护欧盟规则、西方主导的国际秩序、经济主权和产业利益的考虑,加之中欧之间长期累积的结构性矛盾,欧洲保护主义者将"一带一路"倡议作为重要目标。欧洲采取的加强投资安全审查、不承认中国完全市场经济地位、增加对中国投资基建项目限制等措施,令"一带一路"建设在欧洲面临阻力。在短期内,欧洲对"一带一路"的防范难有实质性改观,但从长远看,不排除中欧在"一带一路"建设上达成共识。
In recent years,the situation in Europe has undergone profound changes,and driven by such factors as populism,political polarization and population aging,a tendency of protectionism against China has been rising in Europe.The Belt and Road Initiative has borne the brunt,raising concerns of Europe over issues like the EU rules,international order as well as financial and fiscal policies.In addition,the long-term structural contradictions between China and Europe made the Belt and Road Initiative a primary target of Europe’s protectionism against China.The measures which Europe has adopted,such as stepping up investigations into investment safety,refusing to recognize China’s market economy status,increasing restrictions on China’s infrastructure investment projects and launching a new round of“China threat”,have created obstacles for China’s Belt and Road initiative in economic,political and people-to-people exchange areas.In the coming period,it would be hard for China and Europe to achieve tangible progress in cooperation in a short term,and China’s investment in Europe would face more stringent regulations,and the bilateral trade facilitation would face increasing challenges.
