摘要
政策作为一项制度具有认知性、建构性特质。通过一起保障房配售价格事件,考察政策形成的制度认知及其在政策执行中产生的实际作用。研究发现,各方对政策的制度认知存在差异,政策受益方聚焦政策性利益;新闻媒体关注政策权责内容;政策执行者强调政策执行标准。进一步的研究表明:第一,对政策的制度认知是一种选择性认知,制度认知影响甚至决定了制度的实际作用;第二,各方的制度认知建构了他们不同的行动和差异化的行动逻辑,支配或推动利益表达行动的是制度认知而非制度文本或规则;第三,政策实施出现非预期后果的原因主要在于制度认知差异,因此政府在政策实施过程中需更加重视民众的制度认知,对其引导并形成其对政策的正确制度认知和制度共识。
Policy,as an institution,has cognitive and constructive characteristics.Through an event of affordable housing,the institutional cognition formed by policy and its practical effect in the implementation of policy are investigated.It is found that there are differences in institutional cognition of policy formation:the policy beneficiaries focus on policy interests;News media focuses on policy rights and responsibilities Policy implementers emphasize policy implementation standards.The further research results are as follows:Firstly,institutional cognition of policy is a kind of selective cognition,which influences and even determines the actual function of institution.Secondly,the institutional cognition of all parties constructs their different actions and differentiated action logic.It is institutional cognition that dominates or promotes the action of interest expression rather than institutional text or rules.Thirdly,the unexpected consequences of policy implementation mainly lie in the differences in institutional cognition.Therefore,the government should pay attention to the public’s institutional cognition in the process of policy implementation,guide and form the correct institutional cognition and institutional consensus of policy.
