摘要
美欧关系当前表现出明显的两面性特征。一方面,特朗普上台以来双方围绕安全、经济以及多边主义等一系列问题的冲突反映了美欧的观念和利益分化,矛盾具有内生性特征;另一方面,维持双方关系的支柱性基础未根本动摇,双边关系仍具韧性。上述两种特征的发展变化将左右美欧关系前景,跨大西洋传统联盟关系将日益走向松散的"议题联盟"。松散联盟状态下,双方的盟友关系将更多表现为"议题主导",在不同议题领域将呈现冲突、竞争与合作的多面形态。
The U.S.-EU relationship currently exhibits a kind of two-sided characteristics.On the one hand,since Trump took office,the tensions between the two sides in the area of security,economy and multilateralism have reflected their increasingly divergent mindsets and interests which are driven by endogenous factors.On the other hand,the fundamental pillars maintaining the transatlantic relationship are still rather solid which makes the bilateral relationship resilient.The development of the above two characteristics will finally shape the future of U.S.-EU relations towards a loose“alliance of issues”.Under the increasingly loose alliance framework,the transatlantic relations will be more“issue-oriented”without a common goal of strategic unanimity while showing the multifaceted form of friction,competition and cooperation.
