摘要
在2020年新冠疫情的冲击下,国际安全呈现出了传统同盟政治应对非传统安全危害作用有限、单边主义加剧治理赤字、美对华遏制打压愈演愈烈、共建“一带一路”遭遇新挑战的新态势。综合考虑“后疫情时期”的新特征,特别是国际安全的新态势,顺势推进中国与“一带一路”沿线国家开展安全合作是必然选择。安全合作是应对安全挑战的必选路径,“一带一路”是践行安全合作的重要平台,“一带一路”沿线国家也是重要的安全合作伙伴。在危机中育新机,于变局中开新局。中国可以通过把握疫情合作与“一带一路”创造的窗口机遇,管控“中国-沿线国-第三方大国”各方的矛盾分歧,主动运筹,以习近平总书记的重要指导思想为遵循,以建立稳定互信的安全合作关系为导向,以发挥安全治理成效为根本,以力避第三方干扰为要义,推动中国与“一带一路”沿线国家的安全合作,走出一条共建共享共赢的安全之路。
Under the impact of the covid-19 epidemic in 2020,international security has taken on a new trend,with the traditional alliance politics playing a limited role in dealing with non-traditional security threats,unilateralism increasing governance deficits,the US containment and suppression of China becoming increasingly intensified,and“The Belt and Road Initiative”facing new challenges.Regarding the new features of the“post-epidemic era”,especially the new trend of international security,it is an inevitable choice to promote security cooperation between China and other countries along the“Tne Belt and Road”.First,security cooperation is the only road to meeting security challenges.Second,“The Belt and Road”is also an important platform for security cooperation.Third,countries along“The Belt and Road”are important security partners.When crisis gives birth to new opportunities,changes to new situation.It is suggested that China take the opportunity created by the cooperation in both the epidemic control and“The Belt and Road Initiative”to contain the contradictions between all the parties involved including China,other countries along“The Belt and Road”,and the third party big power.China should also take the initiative to make strategic planning guided by the general secretary,Xi Jin-ping’s important theoretical guidelines,targeting at establishing a stable and mutually confidant relation of security cooperation,getting effective governance of security into full play and evading the major threat of interference by a third party in hopes of advancing security cooperation between China and other countries along“The Belt and Road”toward a road of win-win and sharing outcome in this regard.
