摘要
环境共治模式下生活垃圾分类治理的原则一方面是治理决策与执行的裁量权共享,另一方面是多元主体间的收益权共享。在理念层面,需要遵循以经济市场为共治结构的主导、合理纳入共治主体、采用多元治理手段协同的制度设计思路。在对策层面,应做好对共治结构进行动态调整的准备,探索建构纳入场所管理者为共治主体的模式,加快建设循环产业链条,向居民提供多元化的收益权分配,重视垃圾分类文化氛围的营造。
The basic principles of Collaborative Environmental Governance(CEG)are on the one hand the partaking of discretionary power,and on the other,the sharing of income rights.At the level of concept and theory,CEG system should conform to the line of thinking in designing with economic market as the collaborative structure,proportionately bring in the collaborative entity,and adopt diverse approaches as coordination.At the level of counter-measure and policy-making,preparation should be made about dynamic adaptation of collaborative structure by exploring setting up a mode with managers of public areas as collaborative entity,expediting the construction of a circular industrial chain,distributing income rights to the citizens in a multi faceted manner,and putting a premium on creating an environment in which garbage classification may thrive.
