摘要
本研究基于政府创新扩散理论,构建"政治-经济-社会"三要素模型来探究政府数据开放发展水平的影响因素。通过定量分析得出政治要素中的政策数量、经济要素中的地方经济发展水平、社会要素中的信息产业发展水平共同影响着政府数据开放平台的发展水平,并认为发展水平差异的原因在于各地区政治、经济和社会发展程度的不均衡。由此,推论出政府数据开放平台发展水平由数据开放政策数量、地方经济发展水平和信息产业发展水平所推动。
This article constructs a three-factor model of“politics-economy-society”based on the theory of government innovation diffusion to explore the influencing factors of the level of government data opening.The quantitative analysis shows that the number of policies in the political elements,the level of local economic development in the economic factors and the development level of the information industry in the social factors affect the level of the development of the development level of government data opening.Meanwhile,it considers that the reasons for the difference in the level of development lie in the uneven level of political governance,economic and social development in various regions.Based on above analysis,it deduces that the development level of government data opening platform is driven by the quantity of data opening policy,the level of local economic development and the development level of information industry.
